تدور أحداث المسلسل حول عالم يسمى "عالم المرآة"، حيث تظهر وحوش تأكل البشر. يقوم شخص يدعى "جين" بصنع بطاقات خاصة تمكن 13 مقاتلاً من التحول إلى دراجين لحماية الناس أو القتال فيما بينهم.
Takeshi Hongo is a promising young man with a passion for motorcycle racing. However, his dreams are suddenly ruined when he gets kidnapped by Shocker, the evil secret organization planning to dominate the world. After being remodeled into a cyborg, Takeshi escapes and swears to protect the world from the inhuman monsters.

Kamen Rider follows Takeshi Hongo and later, Hayato Ichimonji, both were turned into cyborgs by the evil organization called Shocker, but managed to escape before they were brainwashed by them. With the help of Tobei Tachibana and their friends, they fight the evil Shocker and later, GelShocker from their plans of world domination as Kamen Rider!
